SIRE 2.0 Inspection Readiness: The Complete Practitioner Course

By Aditya pratap singhVerified trainer

4 learners

Master the OCIMF SIRE 2.0 regime end to end - CVIQ structure, Human, Process and Hardware factors, inspection-day performance and observation close-out.

SIRE 2.0 changed tanker vetting from a fixed checklist into a risk-based, digitalised inspection that judges not only your equipment but your procedures and the people who operate them. This course takes you from firstmore

principles to inspection-day confidence. You will learn how the OCIMF Ship Inspection Report Programme evolved into SIRE 2.0 - which permanently replaced VIQ7 on 2 September 2024 - and how your own HVPQ and Pre-Inspection Questionnaire declarations feed an algorithm that compiles a vessel-specific CVIQ of roughly 100 questions, about half of them Core. We break down the seven parts of a SIRE 2.0 question and all five question types (Core, Rotational 1, Rotational 2, Campaign and Conditional), then work through the three assessment dimensions: Hardware and Process, which can only be as expected or negative, and Human factors, graded Exceeds Expectations, As Expected, Largely as Expected or Not as Expected - the only dimension where your crew can earn a positive observation. A full module is devoted to the nine Performance Influencing Factors that every negative human observation must be tagged against. The second half of the course is entirely practical. You will work through a 90-day, 14-day and 48-hour preparation programme, assemble and index the document pack, photograph the vessel the way an inspector will see it, and run a compartment-by-compartment gap analysis that produces actions rather than reassurance. You will rehearse the fixed eight-hour onboard inspection hour by hour, learn a four-part method for answering an open interview question without over-talking, and practise task demonstrations. Finally you will handle the report pathway, the 14-day operator comment window, root cause analysis that never ends at "crew error", corrective actions that survive the next inspection, and quarterly fleet observation analysis by dimension, PIF and TMSA KPI. Every module carries a video briefing, an infographic, a written lesson and a knowledge check, and the course closes with a full mock inspection on the fictional MT Coral Meridian and a ten-question final assessment. Designed for both ship and shore: deck and engine officers, ratings and cadets preparing for their first inspection, Masters and Chief Engineers, marine and technical superintendents, vetting coordinators and HSEQ staff.

Learning outcomes

What you will learn

  • Explain how SIRE 2.0 differs from SIRE 1 and why vetting moved to a risk-based model
  • Navigate the CVIQ and identify Core, Rotational 1 and Rotational 2 questions
  • Distinguish Human, Process and Hardware factors and answer each type correctly
  • Prepare and verify the pre-inspection questionnaire and vessel document pack
  • Coach crew to handle inspector interviews and practical demonstrations with confidence
  • Run a compartment-by-compartment gap analysis before the inspector arrives
  • Interpret the four inspector response levels and predict likely observations
  • Write root cause analysis and CAPA that closes an observation permanently
  • Use fleet observation data to target training and prevent repeat findings
